ELIGIBILITY

  • 24fps is a juried competition, open to any student or independent filmmaker worldwide. Works will be considered for competition only if they are of a total running time of 20 minutes or less, and were completed after January 1, 2006. The Festival committee reserves the right to determine the eligibility of any project.
  • All qualified entries must be independently produced and financed. Films produced, financed or developed by a major film studio or television network are ineligible for competition.

SUBMISSIONS

  • Films must be submitted on DVD. We can only guarantee quality playback of discs encoded for Region 1. International submissions must either comply with Region 1, or be converted to Region 0 and the NTSC format. In extreme circumstances, the Festival Selection Committee may make exceptions to the format specifics.
  • A completed entry form must be submitted with each project. Multiple submissions by the same director and/or Production Company are accepted, but each film must be accompanied by a separate completed form. Unsigned entry forms will be rejected.
  • The entry must also include the following: film description (50 words or less), complete production credits, film logline, director’s headshot (digital, 200 dpi min.), director’s bio, list of previous and planned screenings, and (5) stills from the film (digital, 200 dpi min.).
  • Please ship your screener DVD in a bubble-pack envelope. Receipt of your entry is acknowledged by email to the address listed on your entry form. Include a self-addressed stamped envelope if you wish an additional receipt of your entry.
  • ALL SUBMITTED MATERIALS become the property of the 24fps International Film Festival and its presenting organization, the Historic Paramount Theatre, Inc. These materials cannot be returned. By submitting this material and signing the release form, you acknowledge 24fps’ right to copy any material for the festival’s non-commercial use only.

DEADLINES

  • The deadline (postmark) for entries in the 2008 competition and festival is Monday, October 12, 2009. Films postmarked after this deadline have no guarantee of being viewed for Official Selection consideration. Applicants will be notified of their status after Screening Committee viewing. The latest notification date for Official Selection is October 23, 2009.

JUDGING

  • Entries are pre-screened by the Festival Selection Committee. This panel, headed by the Festival Director, selects twenty films from the submission field. These Official Selection Films are then given public exhibition on two curated programs. An Official Jury, made up of artists, critics, writers, filmmakers, and educators views the public exhibition programs and awards the festival’s cash, trophy, and certificate prizes.

AWARDS

  • All awards are presented at the close of the second night program of public exhibitions (Saturday, November 7, 2009). The cash awards are:
    • GRAND JURY PRIZE–$1,000
    • SILVER MEDAL–$600
    • BRONZE MEDAL–$400
    • HORIZON AWARD (outstanding student film)–$400
    • AUDIENCE AWARD–$400
    • YOUNG FILMMAKER PRIZE–$500
  • All films screened as Official Selections are eligible for the Audience Award. The award is based solely on audience voting at the film screenings. The Horizon Award is given to the outstanding student film, produced as part of any undergraduate, graduate or specialized arts school curriculum. The Young Filmmaker’s Prize is awarded to the outstanding film in the Young Filmmaker’s Showcase (projects by students ages 13 to 18). Additional trophy and certificate awards are also presented.

SCREENING THEATRE

  • All Official Selection films are screened in competition in the landmark Paramount Theatre in Abilene, Texas. The Paramount is a restored 1930 movie palace and live performance venue in West Texas. The 1,200 seat theatre is a multi-use arts facility and home to the Paramount Film Series, a year-long repertory program which includes classic, Arthouse, foreign and independent films.
  • All public performance/screenings for the 2009 24fps International Short Film Festival are presented digitally, with a state-of-the-art digital projection system. Official Selection Filmmakers will be asked to supply the festival program committee with two (2) copies of their competition film upon notification of acceptance to the festival.

PUBLICITY

  • By signing the entry form, the filmmaker gives the 24fps International Short Film Festival permission to use all submitted materials, including but not limited to film stills, descriptions, director’s biography and film screening history in any and all forms of media for the express purpose of festival promotion and publicity. Please note: 24fps may petition filmmakers to use clips from Official Selection Films for both television and internet publicity.

THE FESTIVAL

  • The mission of the 24fps International Short Film Festival is to celebrate and encourage aspiring student and independent filmmakers. Festival public screening programs are designed to highlight the creator as much as the work itself. All exhibited films are introduced by a commentator, and filmmakers in attendance are given the opportunity to speak to the festival audiences at the close of their film’s exhibition.

YOUNG FILMMAKERS SHOWCASE

In 2008, 24fps introduced a Young Filmmakers’ Showcase, a separate juried competition for film projects created by artists ages 13 to 18. This competition has its own entry form, but follows the same rules and guidelines as the main competition. For more information on the YFS, read the Young Filmmakers’ Showcase information.
